- Affordable homes (except for Myra Dahlia, which is eligible).
- The Sales and Purchase Agreement (SPA), Letter of Offer, and Loan Agreement are signed and stamped.
- The balance for the first 10% of the purchase price is settled (if applicable).
- Either:
- a. The first release or settlement of Stage 2A progressive claims is completed, or
- b. For cash buyers, 20% of the purchase price is paid.
